Born Brooklyn, New York 1955. Admitted to the New York State Bar 1981. United States District Court, Eastern and Southern Districts, 1981.

Preparatory Education: State University of New York, College at Oneonta (B.A.1977). Legal Education: Pace University Law School, (J.D. 1980). Formerly associated with Meltzer & Fishman (1981-1984). Former litigation partner with Biller & Richman (1984-1990). Member; New York State Trial Lawyers Association; New York County Trial Lawyers Association; New York County Bar Association. Fred has litigated and participated in trials in New York State Supreme Court in all five Boroughs as well as Nassau and Suffolk County.  In addition to his trial experience, Fred has conducted many arbitrations involving complex commercial issues and public sector law matters.

Fred is a past President and current Board Member of the Friedberg Jewish Community Center and is on the Advisory Committee of the Sunrise Day Camp, a full service day camp for children suffering with cancer.
